A decision-led route into German pharma and healthcare retail

tiger.PHARMA helps grocery and drugstore chains, platforms and other retailers decide which medicines and healthcare categories can fit their German operating model, which partnership structure is viable and what must be proven before a controlled pilot.

A German retail opportunity starts with product classification, not a shelf plan. Non-prescription does not automatically mean sale outside pharmacies. We translate the legal status of each product into a go/no-go decision, assortment matrix, partner and supply-chain model, data requirements, operating controls and a measurable pilot. Binding legal questions remain subject to current official sources and appropriately qualified German counsel.

Topics we master

Treat non-pharmacy-only medicines as a separate retail pathway

Sale outside pharmacies is not equated with the entire OTC market. Product status, competence, assortment and store process are assessed separately.

  • Product-specific classification
  • Competence and responsibility
  • Approved suppliers and master data
  • Storage, recall and complaints

A go/no-go decision before assortment design

The first deliverable is a decision record for the proposed market, channel and product groups. It separates legal feasibility, customer value, economic viability and operational readiness so an attractive category is not mistaken for a permitted or scalable model.

  • Define target customer, use case and conversion path
  • Classify every product before channel selection
  • Compare direct sale, pharmacy partner, referral and platform roles
  • Set explicit evidence and approval gates for a pilot

Product classification determines the channel

Medicinal products, medical devices, food supplements, food and cosmetics follow different rules. For medicines, prescription status and pharmacy-only or non-pharmacy status must be assessed separately. The classification is verified for the specific product rather than inferred from a brand, indication or the broad term OTC.

  • Record product status and authoritative evidence
  • Separate non-prescription from non-pharmacy-only status
  • Assign category-specific claims, labelling and data controls
  • Trigger a new review when product, pack, claim or supplier changes

Choose the operating and partnership model

Not every healthcare category requires the retailer to become the direct seller. A decision matrix compares own retail, qualified pharmacy partnership, shop-in-shop, referral and platform structures, including who owns stock, contracts with the customer, provides professional information and manages complaints and returns.

  • Map seller, pharmacy, platform and logistics responsibilities
  • Define customer journey, payment, data and brand boundaries
  • Set quality agreement, SLA, KPI and escalation routes
  • Make-or-partner decision based on risk, speed and economics

Assortment, supply chain and product data

The assortment matrix connects regulatory status with demand, supplier reliability, shelf life, storage, traceability, claims, pricing and omnichannel data. This prevents a commercial range from outrunning the operating controls needed to support it.

  • Qualify suppliers and document purchase routes
  • Define receipt, storage, expiry, return and recall controls
  • Align master data, product content, pricing and channel availability
  • Plan seasonal stock and expiry risk before launch

Pilot before rollout

A limited pilot tests compliance, customer understanding, availability and operational performance together. Rollout follows only when defined evidence gates are met and deviations have been investigated and corrected.

  • Limit categories, locations and customer scenarios
  • Train staff and test incident, return and recall paths
  • Measure availability, expiry, errors, complaints and commercial outcome
  • Use go, adapt or stop criteria for the next rollout stage

FAQ

Frequently asked questions

Can German retailers sell OTC medicines outside pharmacies?

Not automatically. Non-prescription status does not by itself mean that a medicine may be sold outside pharmacies. The exact status and the applicable operating requirements must be verified for each product.

Can a grocery or drugstore chain work with a pharmacy partner?

A partnership, referral, shop-in-shop or platform model may be appropriate, but the seller, pharmacy operator, professional responsibility, data, payment, advertising, delivery, complaints and returns must remain clearly allocated.

What should be ready before a pilot?

At minimum: documented classification, approved channel and responsibilities, qualified suppliers, storage and data controls, staff guidance, customer communication, returns and recall procedures, escalation routes and measurable go/adapt/stop criteria.
